On order of the Court, the motion to expedite consideration is treated as a motion for immediate consideration, and it is GRANTED. The application for leave to appeal from the June 22, 2000, decision of the Court of Appeals is considered, and it is DENIED, because we are not persuaded that the question presented should now be reviewed by this Court.
