The Court's Orders dated March 2, 2015, November 6, 2015 and July 14, 2016 for payment of the filing fee have not been complied with; the filing fee in this case has not been paid, and no Application for Waiver of Filing Fee has been filed. Accordingly, it is

ORDERED that this case is dismissed for lack of jurisdiction on the ground that the filing fee has not been paid.
