Motion of the Solicitor General for leave to participate in oral argument as amicus curiae and for divided argument granted. Motion of the parties for enlargement of time for oral argument granted and the time is allocated as follows: 30 minutes for plaintiffs, 10 minutes for the Solicitor General, 40 minutes for defendant, and 10 minutes for plaintiffs.
