The judgment of dismissal is vacated, and the plaintiffs' complaint is to be reinstated. The determination of the tribunal is to be replaced by a decision that the plaintiffs' offer of proof, if properly substantiated, is sufficient to raise a legitimate question of liability appropriate for judicial inquiry.
