Decisions Pursuant to Rule 1:28.
To the extent that the decrees terminate parental rights, they are vacated. The matter is remanded for further proceedings regarding the Department of Children and Families' adoption plans consistent with the memorandum and order of the Appeals Court. The matter is also remanded for findings on the issue of whether parental visitation is warranted and, if so, the terms of such visitation. Finally, the matter is remanded for an order that specifies the terms of sibling visitation. The balance of the decrees are affirmed.
